Based on the regulations of ‘Law of the People's Republic of China on Prevention and Control of Water Pollution’ and ‘The People's Republic of China of Maritime Administrative Permission Regulations’ and the regulations of hold cleaning assignment formulated by the that related national authorities, combined with the actual situation, make the provision.
1.1 Attain entrustment agreement from ship owner, assign and affirm the ship hold cleaning contract that must identify the type of ship, tanks arrangement, loading condition, specific data of all ship’s tanks, agreed time, location, and standard must be reached. Clarify rights and obligations, division of responsibilities, and hold responsible of violation for both parties, etc.
1.2 Truthfully fill in the request form, submit it to MSA Dalian Supervision Division II, Start operation after approval.

2.1 The operating ship must display dangerous operation signal
2.2 Properly arrange a reasonable working area and accommodation area.
2.3 Check the oxygen content in the operating tanks, and carry out necessary purging, explosion test, and toxic gas detecting and ventilation. Ensure all have reached the criterion.
2.4 Set up firefighting and anti-pollution arrangement in accordance with fire plan and Ship Board Oil Pollution Plan
2.5 Both parties agree on a common operating procedure, and fill the safe operation checklist. Designate the responsible person.
2.6 Crew and embarking personnel must comply with the following rules:
1 No flammable or kindling (match, lighter etc). No focused glass products can be used on deck
2 No smoking other than designated places
3 No shoes or boots with nails
4 No wearing or changing clothes with nylon fabric on site.
5 Personnel for entry must be equipped with a certain number of breathing apparatus, oxygen resuscitator, safety harness, fire-proof lifeline, protective mask etc.
2.7 Cautions for anti-explosion
1 Hot work (electric welding, gas welding etc) is prohibited.
2 No naked fire for cooking.
3 No strike ironic products, hoisting up and down slightly to avoid sparking, tools handling with care to avoid any ironic tools fallen on board and hitting sparks, and no knocking when opening and closing a hatch, in a slight, slow, and firm motion.
4 No using of mobile phones in the tank.
5 Explosion detecting every two hours.
6) Using naked lights,installing lamps with power on, using non-explosion proof lamp and electrical devices that may cause sparks are prohibited. All the electrical equipment must be monitored by specialized personnel when using.
7) Using detergent spraying steam to the tank, cleaning with high temperature water (above 60℃) is prohibited:
8) Electric personnel should check the insulation of circuits and electrical equipment at any time; ensure that the insulation is in good condition.
9) Operation should be suspended in case of heavy weather.
2.8 Purging Inspection
1) Measuring should be commenced from the deck first, then enter the tank to measure other corners.
2) Tank entry can be only conducted provided that purging inspection reaches to standards of tank-top-measuring;
3) Concentration of gas should be monitored consecutively during entry.
4) Assigned personnel should be on standby in the vicinity of the hatch; entering personnel should wear a lifeline;
5) Explosion-proof lamp should be used in the tank.
2.9 One coordinator and one safety supervisor should be designated for each assignment. The coordinator is responsible for the communication between the operator and ship’s party; The safety supervisor is responsible for checking the condition of operation and the safety of the working progress, and giving the instruction to cease in case of an observed non-compliance.
2.10 The acceptance should be carried out by the experts from the ship’s owner and shipyard department after the operation is completed. The Certificate of Completion needs to be signed by both parties after acceptance.
2.11 Upon completion, secure the apparatus, cleaning deck, and oily pollutants, and then disembarkation.
2.12 The vessel will obtain the filled Operation Completion Form (MSA authorized)
Upon completion, the responsible person will form the detailed working progress of the service into written materials and filling.
