In reference to the relevant requirements and rules regarding the protection of marine environment and the receiving of vessel pollutants formulated by the Ministry of Transportation, Liaoning Maritime Safety Administration Dalian branch and other relevant government authorities. The operating procedures of receiving oily water and residues have been laid down as following:
1. Preparation
1.1 Prepare the written ‘Letter of Authorization’ to apply for a disposal vessel, including the ship’s owner, charter, agent, and the ship. The format is as follows:

1.2 Send the Letter of Authorization to the agent by E-mail or Fax, reach the agreement and request for assistance.
1.3 Declaration to MSA, The specified personnel certified by MSA from our company will take the written material including residual substances cleanup operation form MSA, Ship’s Letter of Authorization, Oily water receiving operation plan, Application of Pollution Prevention, and submit mentioned to the jurisdiction MSA.
1.4 Declaration to Customs: take the completed application for MSA and the list of transportation, application of loading & unloading to the shipping management department located at the administration zone for declaration.
1.5 Declaration to the Immigration Office: Obtain the certificate of embarkation for foreign ships and berthing certificate of operating vessel/trucks.
1.6 Declaration to port security department: Take the above documents to the port security department for registration and application, and obtain a port entry permit for related trucks or personnel.
1.7 Confirm the accurate time and berth for the oily water disposal vessel, duration of the operation in port and time of departure. Determine the time of sanitary inspection, frontier inspection and joint-inspection for foreign vessels, and whether there is any dangerous cargo unloading and if it will affect routine port operation.
1.8 Scientifically arrange the suitable ship for the specific type of oil and subdivision scientifically after confirming the types of cargo, oily water quantity, and the relevant requirement of CCS according to the chemical nature of the disposal oily water
1.9 Ascertain related data such as the required power for the oil suction pump, rate of flow, length of hose, and working hours. Notify the receiving ship of all the ascertained data.
1.10 The receiving ship must check all the devices onboard,such as the oil suction pump, hose, various connection devices and the necessary inspection for navigation.
1.11 Check the crew’s dress, which includes anti-static boiler suit, anti-skid shoes, safety helmet and other protective aids. All the crewmembers are forbidden to carry any flammable and explosive articles, or to take any alcoholic drinks and narcotic drugs.
1.12 Extensive check for emergency equipment for anti-pollution and spillage, such as oil absorbent pads, oil boom, oil dispersing agent, cleaning rags and various oil unloading pumps, and spraying devices.
2, Operation Process
2.1 There will be a designated team leader for each assignment, who is fully in charge of commanding,dispatching,inspecting,supervising and coordinating with the disposal ship.
2.2 The team leader will arrange team members to embark the vessel and maneuver the receiving ship to berth properly, so to avoid any damage of the ship’s hull and equipment. Exhibit “B” Flag at daytime and the red light at night time.
2.3 Safety and Anti-pollution Confirmation of Ship Pollutant Receiving and Hold Cleaning must be signed by the team leader and the responsible person of the disposal ship. Check each item with the listed requirements in the confirmation to ensure they meet the requirements

2.5 Both parties set up the most efficient measure to be taken to stop the pumping in case of emergency. For instance, some vessels are equipped with an emergency stop button, be aware of the position and test it, and post specified person to be on duty.
2.6 When the operation starts, check if the main valve is opened correctly or on a correct position, line up the pipeline properly. Maintain a minimum pumping rate at the beginning; check the connections and any leakage on the pipelines, increase the pumping rate gradually after ascertaining that everything is safe. Maximum pressure should not exceed 75 percent of the bearing capacity of the pipeline.
2.7 When changing over cargo tanks, inform both parties to stop pumping, and restart the operation after the change-over completed.
2.8 The working personnel must comply with the safe working procedures strictly in the working area; The responsible person should check the pipelines consecutively and keep reporting on progress.
2.9 If an oil spill occurs (which is restricted in the plan) during the operation, stop pumping, shut off the main valve and carry out an emergency treatment in accordance with the emergency plan, restart the operation after the treatment. If the oil spill exceeds the planning limit, stop pumping, shut the main valve, disconnect the hoses, implement the emergency plan and clean up according to the plan.
3,After Operation
3.1 Close the valve, disconnect the hoses and clear the site. Be aware that the oily water in the hose must drain to avoid an oil spill and log down the time of completion and departure.
3.2 Both parties precisely gauge and calculate the loading and discharging quantity.
3.3 Fill the oil record book accurately and truthfully to cooperate with the receiving vessel and make a copy. Captain and chief engineer have to sign and chop.
3.4 Fill the ‘Completion Certificate of Retrieving residual waste oil’ (MSA) correctly.
3.5 The receiving vessel issues the certificate of oil residue receiving and treatment (MSA) to be filed properly by MSA.
3.6 The oil residues will be transported to the processing department by the company’s truck and provide the information of the oil’ chemical nature, quality and quantity, and the processing will be carried out accordingly.
3.7 The team leader will supervise the processing.
3.8 The team leader is responsible to provide the summary of this operation.
Above procedures must be implemented strictly by the operators. Any non-compliance with laws and regulations or non-compliance with the reasonable procedures will be revised immediately.
